Is this vehicle id flag??

I believe this is a vehicle ID flag but need confirmation. It is one sided and has two metal grommets, in the middle of two of the sides. I am assuming this was used for vehicle identification but was wondering why only two grommets? All other id flags I have seen have four grommets, one on each corner. Can anyone please help identify this for me? thanks.

That is an odd configuration for the grommets for sure...a gust of wind and its flippity floppity all over the place, still, what else would it have been for?

Could it be a larger banner that was cut down?

I'm not so sure about it being a cut down. The edges are sealed and not raw cut or tattered and the grommets are in the middle of the two sides. If someone had cut a banner I would have suspected that the two gromets would be on two of the corners as well as having an unfinished edge. To me it looks like the flag was originally made this way. Just my opinion though.
