Scarf ID Needed

Can anyone ID this scarf? I picked it up a few years ago with the intention of using it as the background in a shadowbox for a Finnish Luger. Can anyone tell me what it is? It measures about 15"x16". It seems to be made of silk. Some slight faded spots. Thanks in advance.

to me it looks like it was to celibrate the union of both Italy and Germany getting together?

i have seen some like this before and yours looks ok from that shot.
