Flag ID Question

Some of the guys on the Polizei forum have been scratching their heads over this flag. Any thoughts? Thanks in advance.

Could it be a reich service water sports flag ?? looks quite simular

if you look close you can see a cross on top and under it is a preachers cloth on the flag, the flag does not have that sewed on it. so they layed the cloth on the coffen and then the cross and then the helmet. all of the items will be removed bfore it is put into the ground.
