Small TR flag 15X23 inch 38x15 CM

I have been looking all over for something similar to this, trying to figure out its purpose: it is small, as noted in the topic title. It looks like it had three ties attached to the hoist edge (or else it was nailed to something and torn off the nails). IMO, based on small size and if "it was nailed ...
and torn off the nails", then maybe it was a stick
mounted civilian parade viewer decoration type flag.
