Nice looking gold trimmed podium flag. Does anyone know if this relates to a party rank?

This is what they call a 'festival flag'.........an unofficial decorative piece hung from buildings etc. at events like the 'Day of German Culture' in Munich. It doesn't relate to a Party rank. Looks very nice from what I can see.
