Unknow flag?

Hi there!

I found this flag several years ago... I have keep it but I don't know what kind of flag is. Is printed and made in heavy cloth and, like the german ones with the typical design on the edge. Any ideas?

Sail on web I had came across the belgian ones too, similar for the St.Andrew's cross, but different in color and symbol... Who knows? Old is old, but difficult say pre or post '45...
