Can anyone ID this Banner or Pennant?

Hello Guys: I purchased a small collection not long ago, and this little banner, or pennant was in the box. Any idea of what it is? It is padded and kida thick. It measures 17" square. The fellow told me it was a German Artillery marker??? I don't know!

I Have Seen These Before Attached To A Wood Dowel With Rope Hangers And Rolled Into A Canvas Container. It Is My Understanding That These Were Indicator Flags In The Field For A Communications Station Or Nachrichten Unit.
