SS Vehicle Pennant

I have this metal painted double sided SS Vehicle pennant, I think it is anyways. Can anyone tell me anything about it. It is complete and still has the screws to be attached to the pole. The RZM number is M3/61. I would say that 99% of the paint is still on it.

I don't know if it was always there and I am happy that it survived mostly intact.
Does anyone have a clue as to how much something like this is worth I have never seen another pennant like this for sale?
