It looks to be for the 1938 Anschluss vote. I can't make out the top. Whats it made of? What are the measurements? Do you have a picture of the back?

I can't make out all of the numbers, but it's showing the percentage 99.+% of votes from the Altreich and from Austria for the plebiscite in favor of (re) union.
