Tacks, yes, but these are not the original issue, nor are they original issue tacks from the era, later produced and not direct match as I have no sample to match to.

German military flag pole tacks or nails make for an interesting
study. From my observations there are some variations (flat vs.
vaulted) in the physical forms used, & (silvered vs. plain brass)
in finish. Imperial examples are IMO of the latter type (vaulted
& brass), and 3rd Reich a mix of both based on museum photos.

(below) nails pounded into a Heer unit flag pole, with great parts poster on wall.
(below) 3rd Reich brass nails - never silver finished as flags are in mint condition.

(below) 3rd Reich silver finish and flatter head nail type, from my WAF
post t=146918 post #5 (both army & luft nails shown, from moscow museum).

(below) Imperial German raised dome or vaulted head brass type. Used on
the pole for more than flag cloth mounting, but also as pole unit ID so raised
relief was important from a tactile sense.

I've just realised I HAVE one of those eagles at the top, and it's broken like that through the swastika too
or do I?
Through the years, I've always thought it was some kind of 'desk eagle'. Does anyone know what it is? I always felt it was a little too 'nice' for a desk ornament, and it's pretty heavy

It seems to have been painted or varnished giving it a golden look... (and drilled on the back where the vet hung it up)

Hello jon:
IMO your first impression was correct, a "desk ornament",
and not part of a Luft unit flag pole top. Your eagle has
a fan tail, rather than a tail down (1st pattern) or tail up
(2nd pattern) LW eagle top, and likewise not as three
dimensional in relief detail as the LW unit flag pole tops.
There were only the 2 LW flying eagle flag top designs, as
shown in this thread post #5c, the other as shown below.
