Hi. This looks like it's actually a vehicle ID banner, and I can't tell for sure if the grommets are brass or zinc. They are usually zinc and there should be 6 of them on this size banner if it is complete. I would ask for more detailed photos of the stitching and grommets. If original, the price is fair.
