Hello Newton,

it makes sense if it would have been used like a wall hanger since it is not double sided.

The backside of it is made out of a felty material....

I think if this would be a intended window flag, it would be double sided to show your party "support" in both directions ....
I guess we never know.

Looking at the flag/pennant again, you may be right since they took great care to make the backside pretty as well even without putting a swas on it.
Some intended wall hangers look good on the front side and the back is just careless put together since it was not visible anyway....

yes it's a small flag/pennant....

Length without hanger is 10 inches, 5 1/2 inches wide.
