Small Kreigs Flag Info Needed

Hi. A guy I know has a small Kreigs flag for sale for $200. I don't have any pictures (as he lives some distance from me) but it is double sided and measures just under 14 inches by 20 inches. It looks to have plenty of age and doesn't glow under UV. It has ties not grommets. Does anyone know what these really small ones with ties were used for.
