    propaganda does not have the same meaning in German the way we think of it..this was a party owned banner, and not for resale..

        The stamp says:

        Tirol-Vorarlberg
        Gaupropaganda-Amt

        which means:

        Tirol = Tyrol (province of Austria)
        Vorarlberg = name cannot be translated, but also an Austrian province
        Gau = district
        propaganda = propaganda
        Amt = office

        It seems that this flag belonged to a propaganda office of the NSDAP of the district "Tirol-Vorarlberg", which would be located today in Southern-West Austria. Propaganda offices have been local political offices of the NSDAP in each district taking care about the local campaigns, activities, etc. of the Nazi party.
