Flag ID help

This came out of an old house yesterday. It's a portion of a flag. It was cut or torn out of a larger flag (as is evident on three sides of the portion). the top edge is smooth.

From the top of the eagle's head to the bottom of the wreath is about 2 feet long.

It was quite dirty and a little moldy. I hand-washed it with light detergent for about a half hour, and it cleaned up well.

Any ID help would be most appreciated. What was this from?

David, Ade is correct.....It's the eagle cut out of a National Service Flag (Reichs dienst flagge)....Bodes
