Just curious but why is there a KM stamp on a politcal flag?

It's a "Gösch", which is the national flag that is displayed on the bow of a ship or boat. Every vessel used one at certain times.

You can find a lot of pictures of kriegsmarine ships with the german national flag in their bows, although is more common the Reichskriegsfahne (badly called Kriegsmarine-flag).
