Looks like the flag pole is attached to the building. So might be bigger than annordinary flag. Maybe the pole toplooks like this one.

Yes also it looks like the eagle is leaning forward over the wreath in the photo I posted.

Looks to me like the Deutscher hof building eagle... there were two. One each side of the podium. They're great pieces . I've been fortunate to hold one of them and it's heavy... not mine though!
