It looks like Cotton flag with katazome (stencil-resist-dye) bee motif.
The usage is not clear. Naval use?

My guess is that the flag is a beekeepers association or shipping
company flag. I note this flag with stain online for $60.00 USD and
listed as from the 1st half of the 20th century, 86cm x 112cm at ...
