Hello MH:
IMO, looks like a nice 1920's era vet top,
especially with the silver colored inside tear
drop wreath, and above IC still in brass leaf.

OFW, thanks for the help & you nailed it. The iron cross does not have a swas it looks like a WW1 iron cross with 1813 on the reverse & 1914 on the obverse so 1920's era.

"l" shows generic vet IC pole top,
"J,K,L,N" are vet tear drop used
with some other organzization
emblem mounted in the center,
for instance "J" is Turnner Sports.
