unknown ordnance tool maybe case extractor?

It's a case extractor. You can find these in the MG15 gunner pouches, if I'm not mistaken. I've got a couple, one well finished and the other rough, as your's.

Nop, my mistake, sorry. It's from the PzB38 cleaning kit. That one that's like the RG34 but larger. I'll try to find a pic in my files...but you can also ggogle:
