Looks like an honest wartime Police PPK.

Nice PPK, as Eric mentioned, a nice honest wartime E/C marked police pistol, the eagle/C mark on the Frame denote she Police issue.

Yes, Police PPK, and manufactured in 1941, according to the serial number.
