They are out there, but you have to be more specific.

Do you care if it is WW2 dated or post war?
    Non-gun/dummy guns?
    Just a parts kit?
    full auto (needing NFA)?
    repro?

If you are looking for a non-firing replica with original parts, then you are probably going to have to build one from a parts kit (see GunBroker or the like) with a dummy receiver. I don't know where you'd find a receiver though. Parts kits will have the receiver cut.

As a private individual you will not be able to own a full auto Ppsh in New York. The semi auto guns from the likes of Allied Armament, Wiselite, TNW…are hard to find these days. They are out of production and in my experience are minimum $800-1000 used if/when you find them. They have a legal 16+" barrel (again no short barrel rifles in NY for the common man) and usually have an extended barrel shroud. Usually built on surplus Polish parts kits. NYC is its own world for guns/replicas too.

The new made reproductions that are non firing hunks of metal that look like guns will still be $250.

        Good luck!

What you need to do is check out the BFONG (blank firing only non gun) built by Indianapolis Ordnance. This is built from original parts and fires blanks full-auto, but is constructed so that it is not classified as a gun under federal law and has no federal regulations over it. Really really cool stuff. Indianapolis Ordnance doesn't make as pretty of a product as I wish they would, and they don't have the greatest people skills, but they are honest, qualified and make a product that still looks pretty good and fires full-auto (blanks). You can also buy a kit and get them to build it into a blank gun. Most of their parts are polish, but you could send them a Russian kit.
