                Yep, I agree, for a cleaning rod. Might it be civilian? Does it have any WaA?

                  Nothing unusual about it. As other said, that strap and pouch is for the cleaning rod.

                    It's an early Wehrmacht holster that accommodates a small loop handle cleaning rod. 1935 dated holsters are among the rarest.

                      Thank all for help... Based on this info I find something about it....

                      P08 Holster during 1934-5 that included an interior attachment for the loading tool and cleaning with sometimes a single or double flap. The cleaning rod pouch was discontinued in 1935 production holsters which makes these early holsters so rare.

                        A cleaning rod for the 4" P.08. Overall length is approximately 5.5 inches.
