This looks like a Weimar era luger holster (extra piece construction for the closure flap). The dates/makers on these are usually marked inside the flap cover. The marking on the back looks to be added later, most like to try and "enhance" it.

Matt, you think the AK marking is fake? Looks to me like a standard commercial buckle holster produced by AK (early Akah stamp) and sold to the state of Hesse for their polizei (H.P.).
