Other than the scratched numbers, it's in beautiful condition. I've never handled one - looks like it weighs a ton.

Unfortunately back in the 60s and 70s scratching(engraving) one drivers license or Social Security number on possessions to deter theft was a common practice. This was even recommended by some police departments and they loaned out engravers for just this purpose!
Thankfully this went away with the understanding that you were also affecting value by permanently marring an item.
