          Most likely this is already Soviet pouch. Such Imperial-type pouch was produced in USSR untill 1936, also it was widely used in the early period of ww2.

              Actually, it's almost impossible to tell the difference between some types of Imperial and early Soviet pouches, if they are unmarked. They are identical.
              There are some types with specific stitching, hardware that were produced only in Russian Empire, some are specific to Soviet period. But many pouches had absolutely identical features in Imperial and Soviet period. Your pouch is that case
