      This is not quite as clear cut as it would first seem. If you look at the page where they sell their guns it details that they sell European deacts and guns that they have deactivated themselves (without the Birmingham/London proofmark). It would appear that the way that they interpreted the law is that they can deactivate guns in an 'old spec' way without an 'official' proof mark (although they do state that this was approved by the H.O.). I'm not in a position to argue as to whether this is right or legal but it obviously differs from all of the other deact dealers out there (otherwise they would all be selling 'old spec' new deacts) and one could argue that they've taken/ took quite a risk. Somebody somewhere has obviously made a complaint which the police have been duty bound to investigated. When confronted with a number of guns which have not been deactivated to current UK standards (I.e machine guns, assault rifles, etc with no moving action) and no 'offical' proofmark then they were bound to be seized. One could argue that they saw a loop hole/ interpreted the law in the own way and took gamble which unfortunately has not paid off for them.
