I have never seen a pouch like that before bit judging by the shape I would say that is might be for the M1895 Mannlicher. If you have one try to see if a clip of ammo fits.

When the pouch is for Mannlicher M1895, but in that case not standard army pouch. I would be for bullets pointed to inside.
