I believe your asking about the transition between hardshell and softshell. It was 1943. But not sure how early. I'm sure Leon will chime it with the correct information for you.

I know of no info as to what month any P.38 holsters were introduced or produced. There were several makers that started production of the soft shells in 1943. By 1944, most makers produced soft shells.

So it is safe to say that at the end of 1.943 you can see some softshell pueces in the field.
