You are correct, it is a cleaning kit for a pre-war Walther pistol

Gene is correct. this is a pre-war commercial cleaning kit for a small bore Walther pistol. It could be for a PPK, PP, Model 4, Model 8, or any small bore Walther pistol. Not a P38 though!

Very nice condition I might add, and beautiful case with the Walther factory on it!
