I had a Spanish WII era holster that was similar - let's see what the experts say...

So many small auto holsters were made for many types..generic so to speak. sort of a one size fits all. Not saying this is one..Many too were ink marked in the inside to indicate which type of pistol it fit.
Does a PPK fit nicely? The magazine pouch will be the best tell..if a PPK mag fits very well then probably..
You just can't say catagorically it one thing or another unless the fit is there.

No expert, but it doesn't look like my 2 PP & 1 PPK holsters. But that's the limit of my knowledge.

The flap/strap construction was similar to generic holsters sold by Geco. These were usually marked with a size number on the inside flap. The length would seem suitable for a PP, but I find it shaped almost for a particular pistol. Is it an optical illusion, or is there a place for a cleaning rod on the right side of the holster?

Yes it looks like a room for a cleaning rod! thats one thing im confused about, i seen a similar one, in a ref. book, 98% the same , but without the rod room...
