I'd say the item in question is definitely a souvenir from or of the Boer War.

Around the turn of the century there were several commemorative pencils made up from range produce or battlefield brass including this one - http://www.vintagepens.com/Omdurman_pencil.shtml which commemorates the Battle of Omdurman in the Sudan in 1898.

Of course a simplified version was included in the 1914 Princess Mary Christmas tins supplied to all British Commonwealth personnel deployed overseas.
