Anyone know what the markings are? I am guessing a unit mark but which one?

The marking is from the Schutzpolizei of the Prussian administrative district of Schleswig, specifically the command located in the city of Flensburg. This marking is in conformance with the 1932 marking orders. The weapon number is actually 206. An earlier mark from the Schleswig district was partially ground off prior to re-stamping, leaving some remnant periods. It is a rare marking.
Can you share more about the gun? Chamber date? Serial number and suffix? Sear and/or mag safety?

I'd also suggest you post this Luger on the Jan Still Luger forum as well. They are a good bunch who we readily share information with.

If the frame and barrel are both WWI era, it is likely that they and the barrel extension are all from the original gun and that the toggle train or parts of it are the only replacements. If the owner is interested in exploring the history of the gun, I agree with james m that posting photos of it, especially any markings on the gun, on Jan Still's forum may provide a lot more information.
