Anybody know what "LP By" means on the side of a Walther PP with the Weimar eagle over N on the bolt, slide, and frame?

That is the modern West German Nitro proof, not a Weimar era eagle. The LP By indicates the Landespolizei Bayern. You have a post war gun made in Ulm.
