Looks like a sling swivel for a sporting rifle or shotgun. The tag is for a 28 ga. shotgun sold by a gun dealer on High St. in Cologne.

Looks like a solder on sling swivel. If concave on the backside, it is probably for a rifle or single barrel gun, or if convex for a double gun.
