I consider myself pretty knowledgeable about old military muskets and I have never seen anything quite like that one, so I am going to guess that it is civilian because it certainly does not look military. It looks like it was originally made as a percussion weapon rather than converted from a flintlock (although it would be easier to tell if you posted a pic that shows the entire lock mechanism). That would mean a likely date as 1840's to 1850's. The lack of thimbles on the barrel for the ramrod is very odd as well, I think it likely that it originally had a longer stock. It just doesn't look quite right in its current configuration with the ramrod hanging out like that. The mainspring on the outside of the lock is pretty unusual too, it makes me think it was not made by somebody who normally made firearms. The hodgepodge of other parts supports that idea as well. I hope somebody out there truly knows what it is, it is interesting.

Thanks for your opinion, here are more pictures.. maybe it can help..
Interesting.. so the conclusion so far is, most likely civilian, homemade?, built from parts, modified..

What you appear to have is what's loosly termed a single barrel fowling piece. Many guns of this variety were crudely made in the rural areas of the South in the 19th century. Your external spring example seems to be one of these.
