Unknown Markings on Pre War Walther PP & jhv41 P37 Femaru

Here's a pre war Walther PP I purchased along with a waffen proffed Femaru P37 jhv41. Does anyone have any idea as to the possible unit marking on the PP shown below. Any help is always appreciated. Thanks for looking!

Over the years there have been several explanations as to what the RFV marked PP's were. I think the most current explanation is that it indicates issue to the German financial organization (and I wouldn't attempt the spelling) that was responsible for collecting charges and fees on imports and exports.
