He probably doesn't have a Prohib status to buy full-autos on his PAL, so I'm assuming he bought it and had it de-activated so he can own it. Not many people in Canada can legally own a working full auto firearm.

Exactly. Only have PAL an RPAL. I can't (and will never have) the right to own full autos so the only way to buy it is either buy a deact one or get it from someone who have the prohibited status and get it deactivated before the sale.

In my case the seller had the prohibited status. He got the MP 40 deactivaded (old spec deact), got the deact approved and sold it to me...
