I agree that it is a scope case for the scope of a rifle or a drilling. Probably commercial and probably German in origin...but hard to say the later for sure. Some similar to this may have been procured "off the shelf" by the military abd there were a lot of variations in these between about 1910 and the 1960s...so it's hard for me to say exactly what this one is for and when it was made.
