The "SA" in a box is a property mark for the Finnish Military. Not unusual to find on appropriated German military items the Finns used after WWII. It stands for "Suomen Armeija".
I have a C96 and a P08 so marked, as well as other leather items.

Well the finnish armed forces also used german equipment during the war.
Other than that i can only agree with what Ronnie wrote.

Thanks to all .... I did not know of Luger 08 provided or used by Finns during the war (apart their 1923 model in para 7.65 )... I thought that was captured by Finns in 1944, when they had to disarm the German troops according to peace signed with the Russians...

                Mufasa,
Here is a photo of my P08 with the "SA" mark beside the German commercial proof. It's my understanding that the Finns used the P08 into the 1980"s!! This one has been refurbed many times, does not match, but it's still a Luger. The bbl has been replaced with a Tikka which is a little longer than the German ones. It's 9mm.

The Finns used the 7.65 (.30 Luger) M/23 into the 1980's when it (and the L-35) was replaced by the FN HP-DA. They used a small amount of P08 9mm as well but not in widespread use. The reason for this was that the 9mm ammo manufactured by the Finns during WW2 (for SMG use) was to hot for the action of the P08 Luger.

I have seen quite a few of these WaA marked P-08 holsters with the "SA" pressed into the leather. They served in the German and the Finnish military, a lot of history in these holsters.

.... really very beautiful and very rare your Finnish Luger Ronnie Fry (should be one of the few hundred mod.23 with the remplaced barrel in the 30 years by Tikkakoski Oy, with the commercial serial numbers .... as you have write the normal M.23 cal 7.65 para (around 8000) were radiate in 1982 ... but I was focused on the holster that is unambiguously a German military holster (of the order of Finns are different, with an attack complicated to fix the wodden stocklo) .. during the war Luger Germany have not surrendered to the Finns 9 para pistols, and it is the reason that J think that the holster (and probably the Luger which contained) was captured at the and of teh Continuation War ...
