Is 8X60 a sporting carteridge or a military cartridge?

sportingrounds and quite expensive too. for some rifles you only needed to be 18y, show your ID-card and fill in a form concerning the rifle. examples are 8x60S, .222, .307. Like this you could own a bolt (not semi) action warrifle without having to apply for a warpermit with all the according exams.
This has all been changed now since a few months due to a tragedy...

I wonder why you cant own a military round, but you can own a civilian round, they do the same damage.
