Hi Glenn,
Since the terrorist bombings in Europe, I think that sending weapons and live rounds overseas is not allowed. I use to work for three years in a french company like UPS and DHL, and all packets in or out of premises were checked with X-Ray. All packets containing such kind of items were opened. In case of legal deactivation with official certificates, packets were closed again and sent to the receiver's address, but for alive weapon and rounds, not a chance to see them back. Demining units took care of them (and surely share them IMO), the less interesting being destroyed. I don't know if they do the same way in others european countries.
if it helps

I have just gone through some of this in an attempt to get some period ammuniton into Canada.
The USPS will NOT ship live ammo. UPS does though to any address in the continental United States.
To get the live ammo I purchased in the States for my display in Canada, I found someone in the States who will deactivate it for me and then forward it to me by mail, as it is legally no longer ammunition.
This worked for me, as I just wanted dummy rounds. I think you are SOL for shipping live ammo outside the USA though!

Within the U.S. ammunition of less than .50 is considered as an ORM-D hazardous material (Other Regulated Material, Class D). That basically means that you can ship it without additional HAZMAT fees but the package needs to be identified on the outside with a sticker that states "Small Arms Ammunition - ORM-D". The ammunition cannot be tracers , incindiary or explosive, just ball or straight AP.
Package securely in an inner box, use foam peanuts, and an outer cardboard box and you should be good to go.
