May be it's 20.M flare gun (20 M. világítópisztoly or jelzőpisztoly )?
On Russian forums there are several of these, but no one was able to identify them, other than their Hungarian origin .
as the same signal pistol on http://www.littlegun.info/arme%20nat...fusee%20gb.htm
but without the barrel...
