the US ???? I found a stock and barrel shroud
that I want for a display. I haven't heard back
from the seller yet so thought I would run it by

got back to me and said he only ships within the EU.

Opposite to the US barrels and bolts are "gun parts" in Europe (in this context: European Union), whereas with most the receiver is a non-gun part. Therefore even if the seller was willing to ship all items to the US he would had required an export permit for the barrel since the barrel is a gun part in Germany.

There might be tiny differences depending upon which country you are talking. For example if it is just a barrel blank with rifling and no chamber and no threading it would not be considered a gun part in Austria and is not regulated by the Austrian gun laws. Despite this it would be classified as a "gun part" per trade laws and would require an export permit per trade laws.

The same could be applied to a gun stock, some countries might consider it a gun part and while not requiring an export permit per gun laws they might require an export permit for a wooden stock per trade laws.

The laws in Germany are changing for sale and possession of military gun parts. The stock should be fine, but depending on that the barrel shroud (weapon type) that could be the hang-up.

If you're able to find a member who is local, sometimes they are willing to reship.

Often sellers are overly restrictive in these cases.

Sometimes sellers just wont ship international regardless of the item.

Robert & Scotty,

All hope is not lost. Talked with one of my friend and he
has some contacts in the EU so we are trying to set something
up via a third party. It all hinges now on whether or not the
German seller will ship to a certain EU country.

I'm keeping my fingers crossed !! All of this headache for a
crazy mannequin display.........

Good luck! If the plan fails, I'll be back in Germany in a week and will see what I can do. This has less to do with German/US Customs and more with dealer reluctance, I think.

You hit the nail on the head ! I think it is the dealers
reluctance to deal with this. Maybe he's had some
problems in the past and he feels it not worth the time.
Who knows ?

Do you know what the changes are? I know about magazines. But for a country with one of the worlds highest counts of illegal machine guns and pistols I doubt this will have any impact on crime.

There is a whole list of changes affecting gun parts when EU regulation 2017/853 goes into effect and it becomes national law in Germany.

The law goes into effect in early 2020 in Germany. It affects the sale of gun parts kits; currently parts kits are sold without barrels and magazines. Exportation laws are in flux which has put many dealers on their back foot scrambling to avoid infractions.

No machine gun kits contain barrels or other "main parts" like demilled bolts, and they must be welded up with no moving parts and have a nationally issued demill certificate - all new in 2020.

Most big dealers will not ship "free gun parts" outside the EU at this time, and that includes wooden stocks. Ebay or other backwater sales between individuals still takes places in some cases, but it's become quite restrictive for dealers.

I'm not sure about the comment on crime and I assume you are talking about the U.S., not Germany, but I'll leave that to the social scientists and news commentators to worry about.
