FFL's charging to do a transfer???

I have never experienced this.
Maybe I have always just lived in good places.
I got charged by an FFL in one state to do a transfer to an FFL in my state.
I can understand being charged for shipping.
I can understand my FFL charging me to transfer the weapon to me.
What I cannot understand and have never experienced, prior to this, is an FFL charging a fee, and rather an exorbitant one at that, to send a firearm to my FFL.
Has anyone else encountered this?
I did complain to the person that I bought it from, and he checked, and in Minnesota, he found three other FFL's that were charging fees for transferring a weapon to another FFL.
Mind you, not to an individualbut to another FFL!!

Was the FFL holder in Minnesota selling the firearm for someone else, or was he the owner?

The going rate for a dealer -to -dealer fee in my area is $25. This is to help the FFL defray the license fee he has to pay BATFE, plus a little something for his troubles on the bookkeeping entry.

Normally, I’ve been dealing with a party that has an FFL.
They eat the initial fee because they are selling the weapon.
In this case, they had a second party involved to do the transfer.
I hadn’t encountered this before.

When I have a modern firearm that I am selling, I just send it directly to the person’s FFL that is buying it.
Perfectly legal.
Why this person chose to use an FFL intermediary to send it to my FFL is beyond my understanding.

Somebody has to pay it. Either the person selling or the buyer. In this case, you are paying for the seller. It is best to get this all ironed out before buying.

Generally, the seller should pay the FFL holder to transfer to the receiving FFL holder; on the buyer's end, the buyer pays his FFL holder his fee. These days people do whatever they want.

Was the seller in a state where they were required to have an FFL send it?

My understanding being in a fairly loose state is that a private party can ship as long as the recipient in another state is an FFL (who would then charge the typical receiving fee)?

I just made sure that I had the receiving FFL license in my possession and another in the box.

I'm not aware of any state with a law requiring an FFL to be used to send a firearm to another FFL. California has some pretty wacky rules, but it seems they are more interested in controlling what is coming into the state rather than leaving it. Ignorance and personal preference are often at fault. I have an FFL03 and couldn't get an Oregon FFL selling a C&R gun to send it directly to me. Perfectly legal, but he wouldn't (which is his right). I wanted the gun so paid a local FFL to accept the transfer.

It sounds like the seller had a local FFL send it when they didn't need to.

I'd expect the seller to cover sending fees and you have to cover receiving FFL fee...

The times I've used the FFL of a local gunshop, I've always paid for using it (FFL).....Guess I didn't think much about it and that it was unreasonable....After all, they have overhead and a business to run.....Only problem is, if for some reason you want to return the item, you wind up paying the fees twice......That's when it gets expensive.....Bodes
