That's what I was thinking as well.

Perhaps it's not clear on the photos but the reverse is black.
It's green on Heer hanger.

Black is usually seen on railway.

I've just checked on some of mine, they range from green to tan to dark brown, got one with black velvet backing. I don't believe the backing colour has much significance, I wouldn't make the leap to being railway. I've heard the tan backed hangers being attributed to DAK, but I'm not aware of that being substantiated either.
