Diplomatic dagger

Hello guys, I would like to hear some opinions from the experts on this dagger. I have plenty of knowledge about heer, kriegsmarine and luftwaffe daggers but this type is out of my comfortzone. Hope you guys can help me with this one.

no expert on these, but the beak on the bird on the cross guard just does not look correct at all.

first thing that jumps out at me

The consistent dark color and the fit of the grip plates would concern me. A normal patina is usually not even over all the dagger. The grip plates were hand-fitted.
