Is it normal to have the tang grind marks shown? Also, the scabbard drag is a little too far onto the body. Can it be moved back by using a long rod placed down the inside of the scabbard? I don't want to mar the paint by tapping on the outside.

I've no issue w the grind marks we do see this from time to time. As far as the drag, no a rod will not do it. You need to set this up against a couple blocks of wood and tap the top of the fitting back into place. Not easy and you may damage the paint so think hard about how much it bugs you. More damage is done trying to "fix" stuff than you might imagine. You may end up with a couple mm of paint loss around the fitting which will look worse than what you have there.
Always easier to get into something than out of it.
