I'd say no chance based on the color of the grip alone.

The dagger as shown appears to be a Government Official's dagger & not a Diplomat's dagger.

I agree that the grip color is a concern but the scabbard bands & screw configuration appear proper to me for an Alcoso of that vintage. Any better pictures to be had?

I agree with Billy G: this is a Government Official's Dagger, not one representing the Diplomatic Corps.
