Ingo Lohken states in "Polizei-Uniformen der Suddeutschen Staaten 1872-1932" that this style of sword was worn by Reichslande Polizei Officers. They did wear a lightweight Interimswaffe with either polished or lion head pommel. The sword was to be gilt and later ones had nickeled steel scabbards. So, this is a possibility.
